Byron Fielding Kennedy is the director of gift planning for Institutional Advancement.
Kennedy graduated with both his juris doctorate and master’s degree in personal financial planning from Texas Tech University. His background in law and financial planning allows him to tailor planned giving solutions that fit each donor’s unique situation.
Kennedy, his wife Lindsay, who also received her master’s degree from Texas Tech University, and their extended family are devoted Red Raiders.

Matt Owens is development officer for the Texas Tech University University College and also serves as regional development officer for the Southeast United States.
Previously, Owens was assistant director for annual giving programs for the Texas Tech University System. Prior to joining Texas Tech, he worked as a personal and business banker for Citibank.
Owens holds a Bachelor of Arts degree in Spanish and Political Science from Texas Christian University.
Dr. Jason Penry
Vice President for Development and Alumni Relations
Jason Penry is vice president for development and alumni relations for Angelo State University. As Angelo State University’s chief fundraising officer, Penry oversees the university’s advancement program, including the annual fund, donor cultivation, major gifts, capital campaign implementation and foundation support. Penry reports to Texas Tech University System Vice Chancellor for Institutional Advancement Kelly Overley and Angelo State University President Joseph C. Rallo.
Before his arrival to the Concho Valley, Penry worked the last two and a half years as executive director of the Oklahoma State University POSSE, the fundraising arm of athletics. During his tenure, the organization raised $26 million in annual fund revenues and increased membership 61 percent over a two-year period. Prior to serving Oklahoma State University, he worked three years with the 12th Man Foundation at Texas A&M University as a development officer for major gifts. In that capacity he assisted in the successful completion of a $50 million capital campaign for Texas A&M athletics.
A native Texan, Penry holds his Ph.D. in higher education administration from Texas A&M University. He earned a Master of Science degree from Louisiana State University in Baton Rouge. Penry received a Bachelor of Arts in Secondary Education from Louisiana State University in Shreveport, where he was student body president and a member of the intercollegiate baseball team.

Karen Jacobsen is the development officer for the Texas Tech University College of Education.
With more than 10 years of experience at Texas Tech University, Jacobsen has served as director of external relations for the College of Education and development officer for the College of Mass Communications. Before joining Texas Tech University, she was the executive director of Big Brothers and Sisters of Wichita County.
An active volunteer with with Susan G. Komen for the Cure and First Christian Church of Lubbock, Texas, Jacobsen serves as collegiate chapter advisor for the Texas Tech University chapter of Zeta Tau Alpha.
Jacobsen holds a master’s degree in education from Texas Tech University and a bachelor’s degree in education from Eastern New Mexico University.
She and her husband, Doug, have two grown sons, Tyler and Tanner.

Carrie S. Croley is the director of development for the Texas Tech University Health Sciences Center School of Pharmacy.
With diverse experiences at health care and higher education institutions, Croley has secured major philanthropic donations and managed special projects and initiatives. She served in several capacities while at Children’s Medical Center in Dallas, including her most recent role as director of development for campaign strategy.
She previously was director of corporate and foundation relations at Colorado School of Mines in Golden, Colo., and was the interim director of development for the University Libraries at Texas Tech University.
Croley received an M.B.A. in Health Organization Management from Texas Tech University and a Bachelor of Science degree in Biomedical Sciences from Texas A&M University. She is a member of the Association of Fundraising Professionals.

Dr. Elizabeth G. Haley
Associate Vice Chancellor
Dr. Elizabeth G. Haley is associate vice chancellor for the Texas Tech University System Office of Institutional Advancement and dean emeritus and professor for the Texas Tech University College of Human Sciences.
As associate vice chancellor, Haley works with donors, development officers and institution administrators to increase private funding to support academic programs, faculty positions, student scholarships and other projects.
Before joining Institutional Advancement, Haley served as deputy chancellor of the Texas Tech University System following more than 18 years as dean of the College of Human Sciences. In 2008, the Lubbock Association of Fundraising Professionals named her Outstanding Fundraising Professional.
Haley, who grew up in Louisiana, served as dean and professor of the College of Human Ecology at Louisiana Tech University prior to becoming a Texan in 1981.
As dean of the College of Human Sciences at Texas Tech University, Haley worked with the faculty to increase enrollment and expand program offerings, creating the Restaurant, Hotel and Institutional Management Program, Skyviews Restaurant, the Center for Financial Responsibility and the Center for the Study of Addiction and Recovery. Under her leadership, the college and seven programs achieved national accreditation, and the colleges endowed funds increased from $216,000 to more than $24.4 million, including planned gifts. Haley was also responsible for establishing the college’s first endowed chairs and professorships and increased available annual student scholarships from $14,070 to $315,000.
In 1988, the Board of Regents asked Haley to serve as interim president and chief executive officer of Texas Tech University and the Texas Tech University Health Sciences Center. Haley was the first woman to serve as president and CEO of Texas Tech University and the first female to serve as chairman of the Southwest Conference Council of Presidents.
A community leader, Haley serves on the Board of Directors for Carillon and the Covenant Health Care System Chairman’s Roundtable. She has been president of St. Mary of the Plains Hospital Board of Trustees and has served on the United Way Community Planning Council, the Lubbock Convention and Visitors Bureau and the National Ranching Heritage Association Board of Overseers.
Haley was honored by Louisiana Tech University in 1989 as a recipient of the Tower Medallion, an award previously given to 29 distinguished alumni out of 53,000 graduates for exceptional professional achievement and significant contributions to Louisiana and the nation. She was recognized as a Centennial Alumna (one of 100 alumni) honored by Louisiana Tech University in 1994.
Florida State University named Haley a Distinguished Human Sciences Alumna in 1989 and College of Human Sciences Centennial Laureate in 2005. She has also been recognized with the Texas Tech University College of Human Sciences Distinguished Service Award and the Texas Tech Alumni Association Lauro F. Cavazos Award for Distinguished Service. The University of Akron conferred an honorary Doctor of Humane Letters degree upon her in 1990.
In addition, Haley has received the American Association of Family and Consumer Sciences Distinguished Service Award, the Texas Tech School of Medicine Distinguished Service Award and the J.C. Penney Golden Rule Award. She has been named the Texas Home Economist of the Year and one of AAUW’s 100 Texas Women of Distinction.
Haley holds a bachelor’s degree from Louisiana Tech University and both a master’s and doctoral degree from Florida State University.
Scotty W. Cooksey
Associate Vice Chancellor
Scotty W. Cooksey, CFRE, is associate vice chancellor for Institutional Advancement.
Cooksey oversees development officers of the Texas Tech University System and Texas Tech University as well as the planned giving and corporation and foundation relations offices.
Previously, Cooksey served as director of development and external relations for the Texas Tech University College of Agricultural Sciences and Natural Resources. Prior to joining Texas Tech, he was director of development for a large non-profit organization in Atlanta with extensive experience in sales and retail.
Beyond his service to Texas Tech, Cooksey serves in numerous local, state and national organizations. He is currently president of the National Agricultural Alumni and Development Association and has served as board president of the Association of Fundraising Professionals, Professional Ag Workers of Texas and Ronald McDonald House Charities of the Southwest.
Cooksey received his Bachelor of Business Administration degree in Marketing from Texas Tech University. He maintains his status as a Certified Fund Raising Executive, the only internationally recognized professional credential for philanthropic fundraising executives.
Dr. Kelly Overley
Vice Chancellor
Dr. Kelly Overley is vice chancellor for Institutional Advancement and chief operating officer of the Texas Tech Foundation.
Responsible for all fundraising initiatives of the Texas Tech University System, with an endowment of $750 million, Overley oversees the development activities of the system’s component institutions: Texas Tech University, Texas Tech University Health Sciences Center and Angelo State University. Under her leadership the Texas Tech University System improved its 2008 ranking in the Chronicle of Philanthropy’s Philanthropy 400 from number 303 to number 137 and has begun an ambitious $1 billion fundraising campaign.
Before being named vice chancellor and COO, Overley served as senior director of development for the Texas Tech University Health Sciences Center Paul L. Foster School of Medicine and was responsible for the capital campaign that secured funding for the four-year medical school. In 2007, she received the Institutional Advancement Top Producer award for her efforts to secure the largest gift in the history of the Texas Tech University System and was also named Fundraiser of the Year by the El Paso Association of Fundraising Professionals.
An El Paso native, Overley began her career as an elementary school teacher and director of gifted and talented education at Socorro Independent School District in El Paso. In 1998, she became the director of development for Saint Clement’s Episcopal Parish School and served as a major gifts officer for the University of Texas at El Paso, where she oversaw two building campaigns before joining the Texas Tech University System in 2003.
Actively involved in the community, Overley serves on the boards of the Texas region of the Alzheimer’s Association, the Junior League of El Paso and the Regional Economic Development Corporation. In 2007, Overley was appointed an ex-officio member of the national board of the Texas Tech Alumni Association.
Overley holds a Bachelor of Science degree in Public Relations from Texas Tech University and both a Master of Education degree in Educational Administration and a Doctor of Education degree in Educational Leadership and Foundations from the University of Texas at El Paso.
