E.R. “Dick” Brooks is a retired chairman, president and chief executive officer of Central and South West Corp., a public utility holding company located in Dallas.

Brooks received a Bachelor of Science degree in Electrical Engineering from Texas Tech University in 1961 and completed advanced management training programs at Harvard Business School and the University of Michigan.

A native of Slaton, Texas, Brooks is past chairman of the Edison Electric Institute, the Electric Research Institute, the Texas Chamber of Commerce, the Dallas council of the Boy Scouts of America and the Texas Council on Economic Education. He was named a Texas Tech University Distinguished Engineer in 1988 and was further honored by the university as a Distinguished Alumnus in 1993.

Brooks served on the Texas Tech University System Board of Regents from 1999–2005. He and his wife, Martha, have two grown children.
